Is it just me or are Toucan a pile of brown smelly stuff. All day today i have been unable to download anything at all. I am supposed to have a 8mb line but using all the usual tests the best I have had all day is 14KB\s.
Their Unhelpful line at 30p/minute is a joke, foreign tones saying reboot and its BT's fault don't do anything to improve my service. I have written to the MD, I wonder if he understands English and 'service' in particular.
I would be interested to hear from any Toucan customers that disagree with me and why,

Assuming you haven't exceeded any bandwidth or FUP policies, if things do not improve, consider migrating to another ISP...

I completely agree.For nearly 9 months they have unerringly managed to avoid giving me what I have ageed to buy from them.They tell me I cant recieve any more than 2meg due to my line. I have an up to 8meg contract.I recently moved house and checked with them that if I moved house and my new Line was 8meg capable I would continue to use them as my isp.They again quoted me some fantastical figure like 6.7kbps. It never has gone above 1.5 I contacted BT and even though I am with another isp,they gladly tested my line and told me there is no problem.Twice toucan have misled me, and sold me services that they simply cannot supply.
I recommend that if you are thinking about joining toucan as an isp, get everything in writing BEFORE you agree.
Also their customer service has no continuity,I assume they are just to busy trying to keep disgruntled and misled customers at bay while the bills just keep rolling into their coffers.

I have slightly edited your post, by removing the last comment, which wasn't helpful.
As with anyone receiving continual poor service from their ISP, the advantage with the UK broadband market is the ability to easily move to another.
