anyone can tell me which ISP which doesn't have that fair usage with unlimited usage?

Very, very few. And they can get away with Caps/FUP, as the only real reason for using that amount of bandwidth is p2p, and there are limited legal uses for that currently.
Also, the costs to the ISP are huge - a maxed out 8Mbps line will cost the ISP £1700 per month per customer in Central costs alone, before they even pay for transit, infrastructure, staff etc. Your £15 - £30 per month results in massive losses to ISP!
Obviously, the fewer ISPs offering truely unlimited, the more the p2p leechers migrate to them, causing service issues and/or bankrupcy... |
